By the definition of Part FCL, the Skill test means means the demonstration of skill for a licence or rating issue, including such oral examination as may be required.
That means that whenewer checkride with examiner is required for obtain the license, rating or certificate, the flight with examiner is required.
- License skill test - means the skill test for initial obtain of flight crew license is done by Flight Examiner only.
- Licensing skill test - means the skill test for initial obtain of rating can by done by Flight Examiner or Class Rating Examiner
It is important to note, that there is no skill test when it comes to instructor certificates. The "skill test" in this case is called assessment of competence.
